Andaman and Nicobar Islands Rural Employment Generation

Andaman and Nicobar Islands Khadi and village industries Board was established on 16th August,1988 for implementation of KVIC schemes at grass root level.


The broad objectives that The A & N islands KVIB has set before are
a) The scocial objective of providing employment.
b) The economic objectives of producing saleable articles
C) The wider objectives odf craeting self-relaince amongst the people an dbuilding up of a strong rural community sprit.


Andaman and Nicobar Islands Khadi and village industries Board is cahrged with the function of planning,promotion,organisation and implementation of Khadi and village industries programmes in the rural areas in coordination with other agencies engaged in rural development whereever necessary.
The package assistance avaialble with the board are:-
A) Training to artisians engaged in Village Industries.
B) Providing financial assistance to institution and persons who are engaged in the development and operation of Khadi and Village industries and guding them through supply of designs,prototype and other technical information.
C) To promote the sales and marketing of Khadi and product of village Industries and handicrafts in the territory.


It is being implemented by the Andaman and nicobar Islands Khadi and Village Industries board has emerged as one of the most successful programme implememnted in the field employment generation,developing entrepreneurship and providing avenues for rural unemplyed youth.


Eligible projects

The scheme is eligible to all new "Village Industry" projects setup in the "Rural Area".
Any extension or renovation of existing unit will not be eligible for this facility.
Cost of land will not be included in the project.

Village Industry

Vilage industry means any industry loacted in rural area which produces any good or renders any services with or without the use of power and in which fixed investment per head of any artisian or worker doesnot exceed rs 50000.

Rural Area

1) Any area calssified as village as per the revenue records of the state/UT irrespective of population.
2)It also includes an area even if classified as town ,provided its population doenot exceed 20000(as per 1991) census.

Eligible Actvities

All activities which donot apper in the Negative List are eligible for financing under the scheme.

Negative List

Activities under negative list(not eligible for margin money under REGP) are:-
a)Meat(processing,canning and/or serving ) and intoxicant items(production/manufacture/sale)
b)Cultivation of crops/Plantation ,Animal Husbandary,Pisciculture,Piggry,Poultry etc and Khadi and Polyvastra.
c.Any projects casuing enviroment problem.

Eligible Beneficiaries

The eligible agencies under the scheme are
1) Individual artisian/Entrepreneurs.
2)Self Help Groups
4)Coop Scocities
6)Public limited companies owned by state/Central goverment.
(Partnership firm/private limited companies/Joint Browwers/Co-obligators/Joint ventures/HUF do not come under the ambit of Gramdyog Rojgar Yojana)


a)All public sector banks
b)Andaman and nicobar Co-opeartive banks

Age Limits

Any adult above 18 yeras of is eligible for availing financial assitance under REGP.Only on eperson from one family is eligible for obtaining finance under Gramodyog Rojgar Yojana.

Own contribution

5% of the cost project cost

Quantum of Loan

Bnak will snation 95% of the project cost nad disburse full amount as loan.

Margin Money

30% of the project cost upto 10 lakh.

EDP training

Once the project is sanctioned by bank,before releasing the 2nd instalment loan,the beneficiary is to be imparted 3 day EDP training arranged by A$ N islands KVIB.


Registration of unit with the Anadaman and Nicobar Islands KVIB under REGPis compulsory for which borrower is to pay registration fee @ 1% of the project cost and @ 0.5% for renewal of the registration.Registration is valid for 3 financial year.

Modalities of Operation of the Scheme

a)Banks will appraise projects technicall as well as economically and after ensuring that each project fullfills the criteria of the village industry ,"Per capita Fixed income","Own contribution" and "rural Area", take their own decesion on the basis of the viabilty of each project.In acse bank feels taht the cost of the project is more according to the circumstances prevailing area ,they can reduce cost of the project.
b)Once any project is santioned and first instalment of the Bank Finance is released,the concerned bank will inform ANI KVIB ,for arranging EDP training to the beneficiary.If the beneficiary alraedy undergone such training with any other reputed organisation,he/she need not undergo EDP training.
c)After succesful completion of the EDP training arranged by the Board,the Bank will relaese second installment of the abnk finance to the beneficiary.
d)After relaese of the Bank finance either partly or fully,Bank will submit Margin Money claim on the prescribed format to the Andaman and nicobar Islands Khadi and Village Industries board /Designated Nodal head of State /UT ,where KVIC has placed lumpsum deposits of the margin maoney in adavance,for relaese of margin money.
e)Once the margin money is released in favour of the loanee,it should be kept in the term deposits receipt for 2 years at branch level in the same beneficiary/institution.No intrest will be paid on the TDR and no interest will be charged on the laon to the corresponding amount of the TDR.
f)Since the margin money is to be provided in the form of the middle end subsidy (Grant),it will be credited to the borrowwers laon account after 2 years from the first date of the disbursement to the borrower/institution.


a)Margin money will be on etime assitance from KVIC.For any enhancement of the credit limit or for expansion /modernization of the project,margin money assitance is not available.
b)As per the existing guidelines of the reserve bank of india,beneficiary alraedy assited under RGEP-Gramodyog Rojgar Yogana is not eligible for further assitance under another scheme or vice-versa.
c)Projects financed jointly i.e. financed from two different sources,are not eligible for Margin Money Assistance.
d)Banks has to obtain unertaking from the beneficiary before the relaese of the Bnak Finance that in the event of the objection by KVIC,he will refund the Margin Money kept in the TDR or released to him after 2 Year period.
e)Bank has to ensure that each beneficiary prominnatly dispalys following sign-board at the main entrance of his project site
